Hosting gigabytes of 1-metre bare-earth costs us per state, so you only pay for the states you swing in: VIC $150/yr, NSW $40/yr, QLD $100/yr. Tasmania is free permanently because the state covers hosting. WA, SA and NT aren’t available yet.
